HPD took the landlord to housing court for violating the Housing Maintenance Code and failing to complete repairs. The landlord argued that repairs were done but the tenants denied access. The court ruled partially in favor of HPD, awarding them $706,160 in civil penalties, but denied criminal contempt charges due to no willful failure to obey orders. The court fined the landlord $250 for contempt of court and may consider extending the deadline for repairs. The landlord failed to prove a lack of access.
